Jon Kyl Is Sorry If He Gave Anyone The Impression That The Things He Says In Public Are Factual

Kyl, like Bachmann, Gingrich, Huckabee, etc. do not make their statements as if they are unaware of the true facts. You may recall that Jesus famously stated: "Father, forgive them for they know not what they do." Well these current crop of sociopaths know exactly what they do. They deliberately rewrite history and "plant false evidence" because they know it works. It's based on solid science. Slate magazine demonstrated how effective this strategy is through an experiment it conducted with its readers. http://www.psychologicalscience.org/index.php/publications/observer/2011/march-11/remember-when.html

The science behind this is very much influenced by research conducted by Elizabeth Loftus, an expert in the "planting of false memories." http://www.slate.com/id/2254054/

And that's what Bachmann, Kyl, Huckabee et al are doing. It's not that they are stupid and don't know U.S. history or facts about Planned Parenthood or that Obama didn't grow up in Kenya with his father. They deliberately rewrite history in order to plant false memories in the minds of the public. I often refer to Loftus' work in comments I make on HP if you'd like to see how this research relates to topical political issues.
